Keep only the root AGENTS.md. Move the few invariants that had no code home into comments at the owning code, and fail file-length:check when a directory AGENTS.md comes back. The 33 directory
AGENTS.mdfiles grew a little with each feature patch. 10 of the last 12 commits that touched them were feature fixes that added rules. Most bullets repeated what the code, types, tests, or existing comments already say.This PR removes all of them and keeps only the root
AGENTS.md. Code defines how its systems work. Comments at the owning code record intent where it is needed.schedulercredential binding label, the 0.107.1 migration bridge guard, GitHub Junior-owned writes never falling back to user OAuth, Guardian rejection marker versioning, recording privacy, and the Roach copy's upstream commit and update steps.pnpm file-length:checknow fails when anAGENTS.mdexists outside the repo root, so agents stop adding new ones.AGENTS.md,policies/documentation.md, ast-grep and check-script messages, skills, and contributor docs so they no longer point to deleted files.Some procedural content is gone and not moved anywhere: eval local setup and Roach recording steps, plus dashboard UI conventions that the style check does not enforce. If we want those back, an evals or dashboard skill is a better home than a directory doc.
