hc:Window cannot be resized if it starts with WindowState=Maximized and is then restored #246
The root cause was that \OnLoaded\ cleared \WindowChrome.ResizeBorderThickness\ to 0 when \WindowState == WindowState.Maximized, but subsequent state changes (restoring via title-bar drag, snap layouts, or system commands) did not re-apply the 6px resize border in \OnStateChanged.
PR #248 invokes \ApplyWindowChrome(WindowState)\ on \OnStateChanged(EventArgs e)\ and respects \ResizeMode == ResizeMode.NoResize, restoring resize hit-testing and cursor affordances whenever restored to \Normal.
