Problem

Three ledger files lag the upstream state: the namespace-selector grant of the Kubernetes credential provider says to-file although it is filed, the RustFS bucket-init hook says to-file although an upstream pull request makes the same change, and the credential-refusal classes cite the issue but not the pull request that fixes it.

Change

credential-provider-grants-namespaces-selected-by-label: outcome to-file to open on agent-substrate#2877 and agent-substrate#2959 (ours). rustfs-bucket-init-job-helm-hook: outcome to-file to open on kagent-dev#80 (timflannagan), the hook half; the gsoci default stays fork-only. egress-gateway-tells-actor-why-credential-was: agent-substrate#2706 (ericcurtin, "Fixes agent-substrate#2555") added as the ref the exit waits on. Each file is re-verified 2026-10-20 with one History sentence; no theme, status or commit changes.
