Adds NumberForge to the list of third-party ports: an Apex port of the Java library for Salesforce, distributed as a managed package. Its metadata, carrier, geocoding and time zone data are generated from this repository's resources at a pinned release tag; the current release (1.1.0.1) is built from libphonenumber 9.0.42. It ports PhoneNumberUtil, AsYouTypeFormatter, ShortNumberInfo, PhoneNumberMatcher, PhoneNumberOfflineGeocoder, PhoneNumberToCarrierMapper and PhoneNumberToTimeZonesMapper. Each upstream bump is checked by differential testing against the official Java library (19 API areas, 21,207 cases for 9.0.42). It is a commercial package, free in Salesforce sandboxes; attribution and the Apache 2.0 license text ship in the package and at https://numberforge.net/third-party-notices/.
