chore: Update opentelemetry-go monorepo to v1

Summary

• Upgrade the OpenTelemetry Go log modules (otel/log and sdk/log) from v0.22.0 to v1.47.0, the first stable release of the Logs API and SDK.
• Register the logger provider through the non-deprecated otel.SetLoggerProvider, clearing the lint / lint staticcheck SA1019 failure.
• Preserve existing logging behaviour: the noop and SDK providers are still installed globally with the same shutdown and flush wiring.

Why

Renovate bumps the OpenTelemetry Go monorepo to v1. This release stabilises go.opentelemetry.io/otel/log and go.opentelemetry.io/otel/sdk/log, and deprecates go.opentelemetry.io/otel/log/global. telemetry.NewLoggerProvider now calls otel.SetLoggerProvider from the root package, so lint passes with no change in runtime behaviour.

Applications that enable the OTLP log exporter continue to work unchanged:
