The owner's word moves guestgraph/service-conventions in `service-conventions.json` from v0.12.0 to v0.13.0, whose notes are at https://github.com/guestgraph/service-conventions/releases/tag/v0.13.0. The vendored dependabot.yml now ignores the conventions workflow, so this service can take robertblust/conventions v1.44.0, which holds that no bot proposes a family pin. One sync was enough, since the sync script is unchanged since v0.12.0. Verified: the pin's move, `./mvnw -B verify`, `sh service-conventions/regen-er && git diff --exit-code docs/er-schema.mmd`, `sh service-conventions/service-conventions-sync check`, `sh service-conventions/service-conventions-check` and `sh service-conventions/regen-api && git diff --exit-code src/main/resources/api/openapi.yaml` passed, and conventions-check at v1.44.0 names no pin in dependabot.yml.
