Add utility command to install R dependencies #36

Describe the feature you'd like to see added to comMS.

comMS currently includes r/install_deps.R to install all required R dependencies for the report command, but when installed via uv tools install this isn't accessible (unlike development environments). Adding a utility command to execute this script would be useful.
