Summary

rust-standards §13.7 (check 21) fixup: [workspace.dependencies] entries alphabetized with local path dependencies grouped above third-party ones, separated by a single blank line. Bump workspace package version 21.7.6 → 21.7.7.

Single Cargo.toml file touched (workspace root). The seven local path entries (http-compress, http-constant, http-request, http-type, hyperlane-cli, hyperlane-core, hyperlane-macros) and the 26 third-party entries are now alphabetized within their groups.

The dependency graph itself is unchanged — only entry ordering. Per the workspace's chore: bump version convention, the version = "21.7.6" strings inside path-dependency entries are kept as-is; they will be synced by a separate chore: sync all package versions to 21.7.7 commit.

Verification

  • verify_dep_order.py: 0 violations in tracked files (3 tmp-test fixtures are not checked in)
  • cargo check --workspace --offline: 0 errors
  • cargo clippy --workspace --all-targets --offline: 0 warnings
  • cargo test -p http-type -p hyperlane-core -p http-request --offline: all green
  • crate fmt twice: idempotent

Notes

  • No .rs changes; no version bumps in any individual child crate's [package] (they all use version.workspace = true).

Closing: superseded by round-4 entry-length sort branch. verify_dep_order.py reports multiple §13.7 round-4 violations (this PR uses round-3 alphabetic-only sort key). The round-4 PR carries the canonical order. No-op on master; euv master is already 0/8 violations, hyperlane/ctares masters will be fixed in a separate PR from the round-4 branch.
