ICL_LANGUAGE_CODE can now include country, eg en-us But out code snippets all use 2 letter country codes. Alternatively code snippets could example case en-us instead of doing the substr.

Setting to only set blank/empty fields when a subscriber is updated.
Setting is only visible when Update Existing Subscribers is set to Yes.
Applies to forms and to (some) integrations.
Tested:
-I've submitted a MC4WP form with the setting turned on and off with 1 empty field and one field that already has a value
This closes the 2018 feature request #588
