runs list scans the runs root; index.jsonl is a cache (#94 Q6) #278
Description
Part of #94 (Q6).
runs list scans the runs root (results/ by default, DOKIMI_RUNS_DIR overrides) and reads schema_version, plus run_id when present. Artifacts are grouped by run_id into runs.
index.jsonl is only a rebuildable cache: writers do not append to it, so no lock, no test side effects, and files written before the envelope still show up. --out outside the root is not listed.
Depends on B1 for run_id; works without it on schema_version alone.

#307 (vlad-perevezentsev) implements the scan half of this:
