Prepares the unpublished Preview.19.4 public build inputs and documentation for explicit Provider offer terms. The create example requests 18000 seconds / RESEARCH_EGRESS plus future terms, explains exact pending-offer readback before activation, and removes the incorrect implication that a retired offer authorizes its successor. Upgrade instructions preserve identity/state/config and regenerate the version-pinned service unit.
The runtime contract binds private source 6bc3d1dd4c9bc1e241f3d04cf4a9ad6f8a37f3a0 / tree a4bcc4e57097dd3a03b200558e5c7387b62b5271. Preview.19.3 remains published; public CLI19.4 archive hashes, native acceptance and publication remain pending. No runtime, payment, deployment or installer behavior changes.
Validation: public docs contract and public-material scan PASS; matching documentation assertions updated. Hosted validation must pass at the final head before merge. This is a draft; no release asset upload or merge is authorized by this PR.
