Remove the shared ESLint
sort-importswarning while preserving import spacing, duplicate protection, and all other policy.Add a tooling-rule assessment in three sections: 739 improve code quality, 379 are uncertain, and 96 offer little value. Covers enabled ESLint rules (including inherited presets), TypeScript compiler quality checks, and Prettier/TOML formatting controls, with individual assessments and documentation links.
Validation: lint, typecheck, formatting, imported-source validation, build, and generated-output consistency checks passed. Focused probes confirm only import-sorting diagnostics were removed; duplicate-import and post-import-spacing diagnostics remain. Full suites run in CI.
