Summary

• Remove the configured jdeurt/const-on-top ESLint rule, its implementation, and its dedicated tests.
• Remove declaration-prefix guidance from the authored Engineering skill and maintenance docs. Keep adjacent declaration spacing under @stylistic/padding-line-between-statements.
• Update the build and packaging tests to distribute only the remaining ESLint and Prettier configuration files to both clients.

Verification

• ESLint on edited TypeScript files with --max-warnings 0
• TypeScript tsc --noEmit
• Prettier check on edited files
• bun test scripts/eslint-policy.test.ts
• bun test scripts/marketplace.test.ts --test-name-pattern 'packages both harnesses'
• bun run build
• Effective ESLint config has no jdeurt/const-on-top; generated Codex and Claude bundles match source and omit the deleted rule file

The full test suite was left for CI as requested.
