Release file and SHA-256 for OfflineLLM-5.1.4-PQC-signed.apk, version badge, and the build steps now clone the newest Vulkan-Headers and SPIRV-Headers release tags, the same ones CI uses. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
