refactor(setup): modularize additional apps and improve interface descriptions

Refactored setup-2026.sh to meet the requested rule updates for modern TUI presentation by changing 'App', 'Tool', and 'Ferramenta' string descriptors to standard '🚀 ' format in the MOD_DESC index list. Also improved modularity by extracting cargo-binstall and firacode out of the tightly coupled programas/cli-tools/setup.sh installer, instead structuring them completely as standalone scripts inside programas/cargo-binstall/setup.sh and programas/firacode/setup.sh. Added them individually to the profiles initialization logic.
