Codex ee1e8ba (base 6617cfd). Owner-approved full rule for T677. CodexActivity now recognises an unmatched rollout turn start (task_started with no task_complete, end or abort for that turn_id) and refreshes lease activity on the existing 60 s MCP heartbeat even while the rollout mtime stays unchanged. A long silent Codex turn is no longer offered for idle takeover. Missing, unreadable, malformed, replaced or truncated rollouts drop the cached turn state and fall back to mtime. The lease token, thread, PID-birth and live-process fences are unchanged, and there's no new timer or process.
Trade-off: an abandoned unmatched start keeps the holder live while its process lives.
test/codex-activity.test.ts 25/25 (REQ-T677-ROLLOUT; includes a >10 min silent turn and completed-turn recovery; the new regression fails without the fix), project-mailbox 26/26, tsc and check-dist clean. CHANGELOG Unreleased only.
