Description

This PR localizes content/en/docs/concepts/scheduling-eviction/node-declared-features.md into Brazilian Portuguese.

• Adds content/pt-br/docs/concepts/scheduling-eviction/node-declared-features.md
• Translated from the English page at main (commit e162a59)
• Terminology: "recursos declarados (declared features)", "divergência de versões (version skew)", feature/gate names (NodeDeclaredFeatures, RestartAllContainersOnContainerExits, InPlacePodVerticalScalingInitContainers), scheduler stages (PreFilter, Filter) and "in place" kept in English
• Shortcodes preserved: feature-state, {{% heading "whatsnext" %}}; both YAML examples kept with translated comments
• Reference links (admission-controllers, feature-gates) not yet localized and keep English paths
