This PR localizes content/en/docs/concepts/scheduling-eviction/resource-bin-packing.md into Brazilian Portuguese.

• Adds content/pt-br/docs/concepts/scheduling-eviction/resource-bin-packing.md
• Translated from the English page at main (commit e162a59)
• Terminology: "empacotamento de recursos (bin packing)" with bin packing kept in English, "pontuação do nó", "estratégia", strategy/plugin/field names (MostAllocated, RequestedToCapacityRatio, scoringStrategy, shape, utilization, score) kept in English
• All YAML examples and the node score calculation blocks preserved verbatim (including existing quirks in the EN source's calculation blocks)
• Shortcodes preserved: note, {{% heading "whatsnext" %}}; no glossary dependencies (verified)
• topology-aware-scheduling and scheduling-framework links keep English paths (pt-br PRs open, not yet merged)
