[Bug]: codex-shim-windows-revision round-4 identity bindings fail on Linux CI after #7397 #7401

Summary

On the Ubuntu test shard 4/4, two cases in tests/codex-integration/codex-shim-windows-revision.test.ts fail: round-4 identity bindings › a stage swapped for a link just before publication is withdrawn and › an aside substituted before a failed publication is never restored as the launcher. Both assert false and receive true (lines 176 and 204). They pass locally on macOS on the same dev commit. The failing PRs (#7396 and #7395) touch no shim or launcher code.

Run the Ubuntu test 4/4 shard on any PR based on dev dbb908f.
