Summary

Adds opt-in, advisory quota evidence to JEV decision backends (the P1 piece of #6665), and since f2610bd66 (latest head 5f2bc097c) implements the structural change from the 2026-10-15 maintainer review: advisory publication only runs while a live JEV combo has decisionQuotaSignals: true. Installs that never opt in do no advisory work on the core path.

  • Feature (unchanged from the original PR). Per-combo decisionQuotaSignals (off by default) and partial decisionQuotaTiers (defaults limited: 70, nearlyExhausted: 90, optional moderate; finite, 0–100, strictly ascending). TypeSafe, System One and model backends receive a tier plus used percent/window/reset delay; never account ids, tokens or credential fingerprints. Advisory only: eligibility, vetoes, cooldowns, allowlists and serving-account selection are unchanged. Unknown ties healthy; stale (>30 min), future, invalid or reset-expired evidence is unknown. anthropic2 publishes nothing and reads as unknown. Config shape accepted by the maintainer on 2026-10-15.
  • Core slot, no snapshot on the core path. src/lib/decision-quota-sink.ts is a core-owned slot (same pattern as optional-shutdown-hooks.ts). Auth/Codex stores, the native-main cache and every quota producer call it; with no sink registered every call returns immediately — nothing is projected, hashed, retained or published, and binding producers skip raw-window projection. src/providers/quota-decision-snapshot.ts is now runtime-imported only by src/combos/jev-quota-activation.ts; tests/routing/jev-quota-core-boundary.test.ts walks the static graph from the stores, api-key-resolve, router.ts, server/lifecycle.ts, server/responses/core.ts and config.ts and fails with the chain if either module becomes reachable (driven red once).
  • Activation owner. jev-quota-activation.ts follows the live config through a new registerLiveConfigObserver slot in state-store-registrations.ts (notified by live adoption, live reconciliation and published-but-unreconciled combo PUT/DELETE; detached config reads never notify). It is started last by the optional-listener set and stopped with it. First enabling combo → register the sink and replay the stores once; last one off, deletion, or a config-root change → detach first, then withdraw every roster and window.
  • Disclosed interpretation — "publish once from the already-loaded stores". The auth and Codex stores keep no in-memory cache (they read disk on every load), so retaining a view would itself add work for every user. Activation instead does one bounded observe-only read (peekAuthStore, new peekCodexAccountRecordStore, in-memory peekMainDecisionRow): no chmod, invalid-file backup, write, credential resolution or probe, never on a request's decision path, and only for installs that opted in. If you prefer strict retention, say so and I'll switch.
  • Late observations. Evidence is already fenced by config root and credential generation in the snapshot, so a producer finishing after re-activation publishes a genuine observation of the same credential (with its own clock and staleness). No activation epoch was added. Observations parsed while inactive carry no raw binding and publish nothing after activation (no display-value fallback, which would drop invalid resets and clamp percentages).
  • Native-main root ownership. With no retained main credential the __main__ row is known-unusable, as before (so a fully exhausted pool still reads nearly_exhausted). A retained credential counts only for the config root that observed it; for another root the row is unknown (and its writers are stale for decisions) until the next owned observation. Core credential generations and the main bearer binding behave exactly as on dev: the original PR cleared the main credential binding on presence loss (including transient failed reads), which could stop hard-lock/cooldown policy from matching the observed main bearer; c5b6cc265 restores dev behavior and keeps a separate advisory generation plus a re-observation flag instead.

Merged current dev five times, using merge commits only: 6184dfe56 (dev 2a10a2bc4, 9 textual conflicts resolved keeping both sides; the Anthropic usage reader moved to claude-cli-usage.ts on dev, so the raw-window binding moved with it) , f2610bd66 (dev f443f49ed, clean), ae91aa331 (dev d80dfcd2a, clean) , f737e6668 (dev c06ad2526: the combo --description field from #7284 and this PR's quota flags now share combo set usage/flags; skill surface regenerated) and 5f2bc097c (dev db2cf95e0: unions with request compression #7285, account auto-pause #7153 and low-quota notify #7286; the JEV paragraph in structure/providers/openai-accounts.md was condensed to keep that doc within its 600-line budget). The contributor's commits are unchanged; maintainer-side commits are on top.

Verification

All local runs: pinned Bun 1.4.3 test runner (OCX_TEST_RUNNER_BUN), isolated HOME via the repository preload, --isolate --parallel=4, in the lane worktree.

  • Head 5f2bc097c (this push): bun run typecheck 0; bun run structure:check 0; bun run skill:surface:check 0; bun run privacy:scan 0; bun test --isolate over tests/routing, tests/compatibility, tests/oauth, tests/codex-integration, tests/providers plus the optional-listener/link-listener/combo/JEV/state-store server tests, tests/lab/core-lab-boundary.test.ts, test-layout, file-size ratchet and native-Messages tests, CLI combo tests, skill-ocx, and the auto-pause, request-compression, low-quota and provider-connection tests from the merged dev PRs: 18164 pass / 48 skip / 0 fail, 846 files.
  • Earlier heads: f2610bd66 17914 pass / 0 fail (hosted CI all green except the sponsorship gate); c51e45b52 17900 pass / 0 fail; merge 6184dfe56 60 focused files, 1301 pass / 0 fail.
  • New tests: tests/routing/jev-quota-activation.test.ts (signals-off zero snapshot writes across store load/persist and main transitions; activation replay with an invalid auth.json creating no backup; repeat/two combos/disable last/delete; published-error PUT and DELETE; root switch incl. native-main switch-back and the late root-A writer; reentrant deactivation during replay; inactive-parse → activate → publish stays unknown, with an active positive control; listener-set lifecycle; CodeRabbit's case: confirmed main absence with every pool account at 95% stays nearly_exhausted) and tests/routing/jev-quota-core-boundary.test.ts. Seven existing quota/JEV/isolation tests now activate explicitly and bind observations the way the production parsers do; no assertion was relaxed.
  • Full bun run test: not run locally — eleven lanes share this machine; the focused set above covers every directory this PR touches, and hosted CI runs the full shards for this head.

Security review

Surface: src/oauth/store.ts, src/codex/account-store.ts, src/codex/main-account-cache.ts, src/codex/auth-context.ts (from the original PR) and the new core slot. Threat: the advisory feature coupling into credential-store load/persist for every install, and credential-derived data leaking into decision payloads or logs. Decision: stores now only call a no-op slot unless opted in; projection (secret-free id, SHA-256 credential generation, usability) lives in the activation module. Evidence: an independent reviewer pass over the full diff found no credential, token or account-id exposure in logs or outbound decision payloads; activation readers perform no chmod, backup or persistence; anthropic2 remains excluded; advisory-only cooldown ownership checks run only while active. Static review plus the tests above; not a live-provider certification. maintainer-sponsored remains the maintainer's call.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed. (structure/providers/jev-decision.md, openai-accounts.md, anthropic-account-pool.md, structure/manifest.json/INDEX.md, docs-site combos guide.)
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults. (See Security review; maintainer sponsorship still requested.)

Review readiness checklist

This PR stays in draft until every box below is ticked. Tick all four boxes once the requirements are met:

  • Required local validation passed; commands, results, and any full-suite exception are documented.

  • I pushed my PR to a recent dev commit (at most 10 behind; a maintainer may still ask for the exact tip before merge).

  • I resolved all correct Codex and CodeRabbit findings.

  • My PR is ready for review.

Maintainer-side commits on this branch (the inversion, fixes and dev merges) are by @lidge-jun:

Co-authored-by: lidge-jun jun@lidgeai.com

Summary by CodeRabbit

  • New Features

    • JEV Combos can optionally include advisory quota signals based on already-loaded usage data, allowing decision backends to consider usage levels and reset times. Signals are off by default, and quota thresholds can be customized.
    • Configure or clear quota settings through the CLI or API. Omitted settings are preserved during updates; switching away from JEV removes them. Quota signals do not change account selection or hard eligibility.
    • JEV decisions and usage summaries can report quota-tier counts and the selected tier. Requests that exceed size limits can proceed without quota details.
  • Documentation

    • Added guidance on quota signals, configuration, data handling, and update behavior.

Add per-Combo opt-in decisionQuotaSignals/decisionQuotaTiers so the JEV
decision backends can see loaded-only, in-memory advisory quota evidence
(limited / nearly exhausted) for the candidate targets. Unset Combos are
byte-identical to before; no level or pin behavior is added.

Evidence is published by the existing quota producers into a snapshot
bound to the credential generation, goes stale after 30 minutes, treats
unknown as healthy, and marks a pool nearly exhausted only when every
usable account is. Credits are never treated as quota windows.

The second Anthropic instance pool is excluded explicitly: only the
primary instance publishes or is read, covered by a regression test.

📝 Walkthrough

This change adds opt-in advisory quota signals to JEV combos. It publishes bounded provider quota evidence to in-memory snapshots, enriches eligible decision requests, and records quota summaries. CLI, API, runtime lifecycle, documentation, and tests cover configuration, publication, and request-size handling.

Changes: JEV advisory quota signals

A repeated live-config observer registration can stop receiving updates if an earlier cleanup runs later. This is a narrow API-lifecycle issue; the previously reported Codex quota-tier behavior is corrected.

apiKeyPool does not create a separate active credential path. provider.apiKey is the active pool entry and is the value resolved by resolveProviderApiKey. Therefore, a valid single-entry pool has an apiKey, and its credential version is included in keyPolicy. A pool-only provider has no active credential for routing, so the claimed rotation path is not established.

src/providers/api-key-resolve.ts-105-110 (1)

105-110: 🚀 Performance & Scalability | 🔵 Trivial | 💤 Low value

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Credential observation runs on every key resolution.

resolveProviderApiKey now computes two SHA-256 digests on every call. Callers include cacheKey() in report-cache.ts, which runs for every provider on each quota read, and the request routing paths. The cost per call is small. It also adds digest work on paths where the decision quota opt-in is off. Consider skipping observeDecisionKeyCredential until at least one key quota has been published, for example by checking keys.size.

- Keep main-account advisory publication explicit opt-in: setAccountQuotaFromParsed no longer
defaults decisionRaw to the policy observation, so a live main writer that omits it publishes
no codex-main evidence. Adds a regression test (red before the change).
- Parse the usage body once in the reserve capability read and reuse the observation.
- Add docstrings to the functions touched by this change (docs only).

Maintainer sponsorship request for the unsponsored_surface hygiene finding.

The gate flags five files, and the enforce-target failure has the same cause (PR quality gate failed: unsponsored_surface in every failed run, including the reruns after body edits). Nothing else is failing. All of the changes are credential-bound publication of loaded-only quota evidence for the opt-in decisionQuotaSignals feature, and none changes how credentials are read, stored or selected:

  • src/oauth/store.ts (+9/-2): after loadAuthStoreInternal() and persist(), call publishAuthDecisionQuotaRoster(store).
  • src/oauth/store-decision-quota.ts (new, 12 lines): projects the loaded store into a secret-free roster of account id, usable flag and a SHA-256 digest of the credential. The digest uses the same inputs as the existing credentialGeneration(). No token or credential value leaves the module.
  • src/oauth/anthropic-model-family.ts (new, 8 lines) and src/oauth/anthropic-model-quota.ts: the pure anthropicModelFamily() regex is moved out unchanged and re-exported, so the decision path does not import the credential reader.
  • src/codex/auth-context.ts (+6/-3): the reserve capability read already parsed ordinary usage; it now also hands that parsed observation to the evidence cache when it is a valid history observation.

These hooks have to sit with the auth store and the main-account reader, because the evidence is bound to the credential generation under which it was observed. I did not find a smaller seam that keeps that binding without having the decision path read the auth store, which this PR deliberately avoids. I did not split these files into a separate PR, because they publish into src/providers/quota-decision-snapshot.ts, which is introduced here, so the pieces would not be reviewable or testable apart.

Could a maintainer review these files and, if it looks right, apply maintainer-sponsored? Covered by tests/routing/jev-quota-publication.test.ts, jev-quota-anthropic2.test.ts and jev-quota-codex-reset.test.ts; at head 3bb8e7f90 the quota/JEV tests (60) and the adjacent anthropic-instance/layout tests (190) pass locally. The description now states which commit each local result was run against, and it lists the full-suite exception in detail. I left the local-validation box unticked on purpose, since the full suite is not identical to a clean dev run.

… load and persist

Roster publication ran inside the load try, so a publication failure would
reach the invalid-config backup path and return an empty store. Publish after
the parse, make the auth-owned publisher non-throwing, and withdraw the
roster (unknown, not stale) when projection fails.

Pushed 2f1f01a97: hardening so advisory quota-roster publication can never affect auth-store loading or persistence. Previously a publication failure inside loadAuthStoreInternal's parse try routed into the invalid-config backup path: it wrote a spurious auth.json.invalid-* backup and then threw (the load returned an empty store only if the second, fallback publication succeeded). Publication now runs after the parse, the publisher never throws (it withdraws the roster on failure), and a regression test covers both load and persist (red before, green after). Validation details are in the description; still Draft pending sponsorship.

Update: pushed 51dcbd1eb, the same hardening on the Codex side. loadCodexAccountRecordStore had the same coupling (a verifier probe confirmed a spurious codex-accounts.json.invalid-<ts> backup and a thrown error). It now publishes after the parse, publishCodexDecisionQuotaRoster never throws and withdraws the roster on failure (covering persist), and publishMainDecisionRoster in src/codex/main-account-cache.ts is guarded the same way. Regression tests for load, persist and main presence are in tests/codex-integration/codex-account-store-quota-isolation.test.ts; all three fail on the previous source and pass now. Reviewable surface for sponsorship is now +47/-11 across the five files the gate listed, plus +72/-5 in three Codex credential-store files (+119/-16 across eight). Counts versus origin/dev: 63 files, +1909/-85.

…unt-store load and persist

Roster publication ran inside the load parse try, so a publication failure
reached the invalid-config backup path (spurious codex-accounts.json.invalid-*
backup) and propagated. Publish after the parse, make the Codex-owned and
main-credential publishers non-throwing, and withdraw the roster (unknown,
not stale) when projection fails.

…t quota tests

An earlier file in a shared bun process can leave a failed (incomplete-context) reconciliation behind: owners that ran before the failing one keep the raised fence while the shared generation stays behind, so default-generation Codex quota writers are discarded as stale and the invalid-reset tests saw no advisory window. Reconcile with a complete empty context in beforeEach, and capture the real generation instead of a literal 0 in the WHAM commit test.

Co-Authored-By: Claude Code <noreply@anthropic.com>
Single textual conflict in src/server/messages-native.ts: kept the P1 doc
comment on the native send helper and took upstream's widened recovery union
(adds oauth-401).

Co-Authored-By: Claude Code <noreply@anthropic.com>
No conflicts.

Co-Authored-By: Claude Code <noreply@anthropic.com>
…merging dev

Both this branch and dev added registry lines; the merged file reached exactly
2000 lines (the ratchet threshold). Put the two entries this branch adds on
existing lines, as the neighbouring entries already do. No cap or baseline
changed; the registry is back to 1998 lines.

Co-Authored-By: Claude Code <noreply@anthropic.com>
One textual conflict, in structure/gui-and-management-api.md: dev archived the
reset-grants devlog link from _plan to _fin while this branch edited the adjacent
Combos row. Kept both sides. No source conflicts.

Co-Authored-By: Claude Code <noreply@anthropic.com>
One conflict: src/server/responses/request-transport.ts, where both sides
documented oauthDispatch. Kept upstream's signature (owner parameter) and
doc comment; the P1 quota-recording call (generation argument) merged cleanly.

Co-Authored-By: Claude Code <noreply@anthropic.com>
Conflicts: src/codex/quota.ts (kept both the advisory publication and dev's
shortWindowAbsent display retirement), src/oauth/store.ts (both imports),
src/providers/quota/report-cache.ts (both exports), structure/config.md and
structure/gui-and-management-api.md (dev's rows plus this PR's JEV text).

Adaptations to dev's new behavior: a reset grant that drops one account's cached
quota row now also drops that account's advisory windows, and the observe-only
quiet key resolver retires key evidence like the ordinary one. Two tests and a
structure sentence cover both.

Hi @lidge-jun and @Ingwannu, thanks for the guidance on #6665 and for carrying #6791, #6790 and #6798.

#6814 is the separate P1 piece: opt-in, dormant by default, advisory quota evidence only, with no level or pin behavior. The branch is refreshed onto the current dev and is mergeable again.

Could one of you either:

The open owner questions on config shape and pin identity/commit boundary are tracked in #6665 and gate the next pieces.

No pressure either way, and we are glad to reshape it.

Maintainer-side update for this PR (lidge-jun's agent lane): since there has been no push since 2026-10-13, I'm carrying the two items from the 2026-10-15 review directly on this branch so it can land:

  1. merge current dev (98 commits behind, merge commit, no rebase), and
  2. the requested inversion: core auth/Codex stores expose an observer slot with no decision-snapshot import; the JEV quota module registers it only while a combo has decisionQuotaSignals: true, publishes once on activation, and withdraws on deactivation, with a signals-off regression test.

Your existing commits stay as they are; mine go on top without force-push. @GeunwooJun if you already have the inversion locally, please push it in the next few hours or reply here and I'll build on yours instead of duplicating it.

Conflicts resolved preserving both sides: combo-result/capabilities (metered + quota fields), vendor-probes-oauth (usage reader moved to claude-cli-usage.ts; raw decision-window binding ported there), combo-routes (vision sidecar + quota carry), messages-native (distributed key settlement + docstring), structure docs; skill surface regenerated.
…o opts in

Maintainer review (2026-10-15) asked that core credential stores stop publishing decision-quota
rosters for every install. Publication is now activation-owned:

- src/lib/decision-quota-sink.ts: core slot; every producer helper is a no-op without a sink.
- src/combos/jev-quota-activation.ts: sole runtime importer of the decision snapshot; registers the
snapshot-backed sink while a live JEV combo has decisionQuotaSignals true, replays stores once via
observe-only reads, detaches and withdraws on the last disable, deletion or config-root change.
- Auth/Codex stores, native-main cache and quota producers call the slot; raw-window binding and
projection are skipped while inactive, and unbound observations never fall back to display values.
- Live-config observer slot in state-store-registrations (live adoption, live reconciliation and
published-but-unreconciled combo writes); started/stopped with the optional listener set.
- Native-main decision row is owned by the config root that observed the credential; unknown otherwise.
- Tests: signals-off zero writes, activation/deactivation/root switch/reentrancy/published-error
paths, and a static guard that keeps the snapshot off the stores/router/lifecycle/core graph.

Implemented the inversion from the 2026-10-15 review at f2610bd66 (details in the description):

  • Core stores, the native-main cache and every quota producer now call a core slot (src/lib/decision-quota-sink.ts) that is a no-op unless a sink is registered; quota-decision-snapshot.ts is runtime-imported only by src/combos/jev-quota-activation.ts.
  • The activation module registers only while a live JEV combo has decisionQuotaSignals: true (live adoption / live reconciliation / published-error combo writes), replays the stores once, and detaches + withdraws when the last one is turned off, deleted, or the config root changes.
  • Regression: with signals off, store load/persist and main transitions make zero snapshot writes; a static guard keeps the snapshot and activation module off the stores/router/lifecycle/core graph.

One interpretation to flag: the stores have no in-memory cache, so "publish once from the already-loaded stores" is done as one observe-only read at activation (no chmod/backup/write), paid only by opted-in installs, instead of retaining a view for everyone. Happy to switch if you prefer retention.

Branch also carries current dev via merge commits (no rebase/force). @coderabbitai review

Do not count a known-absent native main account as an unknown pool member.

When codex-main has no row, this branch adds an unknown signal. jevQuotaPoolSignal ranks unknown with healthy evidence, below every exhausted tier. This can hide fresh nearly-exhausted evidence from all usable configured pool accounts.

Native main is selectable only when its credential is usable. Keep the absence state root-aware, then publish an explicit usable: false main row during activation or skip the main signal when the current root has confirmed credential absence. Add a regression test with two configured pool accounts at 95% weekly usage and confirmed main credential absence; jevQuotaSignalForTarget should return nearly_exhausted.

CodeRabbit (src/combos/jev-quota.ts:60): root ownership made a confirmed-absent main unknown, so a pool with every account at 95% read as healthy instead of nearly_exhausted. Root ownership now applies only to a retained credential; with none the row is known-unusable as before. Regression added.

@coderabbitai Valid — thanks. The root-ownership change made a confirmed-absent native main unknown, so a pool with every account at 95% read as healthy. Fixed in 3af6cef3b: root ownership now applies only to a retained main credential; with none the __main__ row is known-unusable as before. Regression confirmed main absence is a known-unusable main, so an exhausted pool stays nearly exhausted in tests/routing/jev-quota-activation.test.ts. Current head ae91aa331.

@lidge-jun Thanks. I verified the fix from 3af6cef3b at head ae91aa331.

  • In src/codex/main-account-cache.ts, Line 206 returns a known-unusable row when no main credential is retained. The root-ownership check still applies to retained credentials.
  • In tests/routing/jev-quota-activation.test.ts, Line 410 adds the regression. It asserts that __main__ is unusable and that two pool accounts at 95% produce nearly_exhausted.

This addresses the reported failure mode. I inspected the code and test assertions; I did not run the tests.

…etire advisory state separately

Presence loss (including transient failed credential reads) cleared mainQuotaCredential and advanced its generation, which dev never did; policy checks that match the observed main bearer (hard lock, caller cooldowns) could then stop matching for every install. The core binding is restored to dev behavior. Decision evidence now uses its own generation and a fresh-observation flag, so absence still retires advisory windows and stale writers. Regressions: signals-off binding survives presence loss; active presence loss retires the main row's windows and writers.
Conflicts: combo set usage/flags now carry both --description (lidge-jun#7284) and --decision-quota-signals/--decision-quota-tiers; skill surface regenerated.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Track registration identity separately from callback identity.

If a caller registers the same callback twice under one key, the first detach function also matches the second registration. Calling that older detach removes the current observer. Subsequent live-config changes then reach neither registration. Store a unique registration object or token in the map, and compare that identity during detach. The supplied JEV startup path stops its earlier registration first, so this finding concerns the exported observer API rather than that startup sequence. (raw.githubusercontent.com)

Maintainer integration into dev (MAINTAINERS.md exception, actor lidge-jun, admin). This is maintainer integration, not an independent review or self-approval.

Exact head: 5f2bc09 (contains origin/dev db2cf95)

Decision record:

  • independent-review: PASS — lane l6814 merge review PASS, adversarial/security review FAIL->NEAR-PASS->PASS, final review PASS after P1 fix; CodeRabbit review completed with 0 new inline findings
  • security: ACCEPTED — coordinator independent security review PASS at f737e66 (maintainer-sponsored applied); coordinator verified the PR's src/ +/- lines at this head are identical to f737e66 (1147 lines, zero diff), so the dev merge is union-only in code; only non-union change is a doc paragraph compression in structure/providers/openai-accounts.md
  • attribution: OK — contributor PR by @geunwoojun99 squash-merged under its original authorship; Co-authored-by lidge-jun for maintainer commits
  • residual: ACCEPTED — local full suite not run (shared lock; 846-file combined regression 18164 pass / 0 fail); quota signals stay advisory; P1 parts of [Feature]: Demand-level routing for JEV combos — orchestrator-chosen levels, per-session pinning, probability escalation (opt-in series on #6364) #6665 (levels/pinning/escalation) remain open
  • checklist: RENEWED — readiness checklist re-ticked by the maintainer integration lane and accepted by enforce-target at this head; PR non-draft with review-ready
