Reject management-port collisions before public-port selection.

loadConfig() accepts a persisted configuration where hub.managementIngress.port equals the public port. The load-time schema checks the management port range, but not its relationship to config.port.

The new preflight checks that the management port is free, then public-port selection can choose that same port. Startup can then fail when both listeners bind it. Reject this collision before selection and exclude the management port from all public-port fallback choices.

Review comment at @src/cli/index.ts at line 286:
In the startup flow around assertAuxiliaryListenerPortsAvailable, reject
configurations where hub.managementIngress.port matches config.port before
public-port selection, and exclude the management port from every public-port
fallback candidate so the listeners cannot bind the same port.

// Soft start: brief prefer-retry then ephemeral hop.
// Explicit `--port` (service wrappers / update restart): wait for the pinned port
// to free without killing any listener (healthy ocx / foreign). Never hop.
