Problem & Resulting Behavior

While PR #7153 introduced disabled entries on provider.apiKeyPool for automatic refusal pausing, operator-driven manual pause/resume across API-key pool providers (including google-vertex, google AI Studio, OpenAI API, Anthropic key pools, OpenRouter, and others) had several behavioral and UI gaps compared to OAuth account pools (#6087 / #6106):

  1. Google Vertex credential fallback leak when all keys are paused: Pausing the last active entry in provider.apiKeyPool deletes provider.apiKey. In src/adapters/google.ts, google-vertex treated an undefined provider.apiKey as an unconfigured key and silently fell back to process.env.GOOGLE_CLOUD_API_KEY or host gcloud Application Default Credentials (ADC) instead of refusing the request.
  2. Distributed round-robin 429 retry loop when all keys are paused: Under requestPacing: { enabled: true, keySelection: "round-robin" }, allocateDistributedKey filtered out entry.disabled and threw RequestPacingQueueOverloadError(providerName, "keys_exhausted", 1) when pool.length === 0, returning HTTP 429 with Retry-After: 1 instead of a non-retryable HTTP 403 permission_error.
  3. Inconsistent error codes across ingress lanes: When all entries in a key-auth provider's apiKeyPool were paused, /v1/responses, /v1/chat/completions, /v1/messages, and /v1/images/generations surfaced 400 or 502 errors instead of HTTP 403 permission_error ("API key is paused. Resume it in account settings and retry.").
  4. Quota probes and live /v1/models discovery still fired on paused keys: readProviderApiKeyQuotas in src/providers/quota-key-accounts.ts did not skip row.disabled === true entries, and fetchProviderModels in src/codex/catalog/provider-models.ts attempted unauthenticated /v1/models requests when a key-auth pool was completely paused.
  5. Missing GUI Pause / Resume controls and ring-order handoff: ProviderAuthPanel.tsx rendered no dedicated Pause/Resume button on API-key pool rows, setProviderApiKeyPaused reset active selection to index 0 rather than advancing in ring order, re-pasting a paused GCP service account JSON overwrote provider.apiKey, and GET /api/config / GET /api/providers reported hasApiKey: false when all pool entries were paused.

Before / After

  • Before: Pausing all keys in google-vertex or google (AI Studio) either leaked requests through ambient GOOGLE_CLOUD_API_KEY / host ADC, triggered 429 Retry-After: 1 loops under distributed pacing, or still probed upstream quota endpoints for paused keys; operators could not pause individual API keys from the GUI Providers workspace.
  • After: Pausing an active key advances to the next unpaused key in ring order; paused keys are skipped by proactive round-robin, 429/401 failover, and upstream quota probes (retaining unexpired last-good quota readings); when every key in a pool is paused, inference across /v1/responses, /v1/chat/completions, /v1/messages, and /v1/images/generations fails closed with HTTP 403 permission_error; and the GUI Providers workspace provides dedicated Pause/Resume controls for every API-key pool row.

UI Preview

Provider API key pause and resume in Providers workspace

Key Changes

  • src/providers/api-key-pause.ts: Add ProviderApiKeyPausedError (extending OAuthAccountPausedError for unified 403 permission_error handling without touching restricted files) and isProviderApiKeyPaused(provider). Update setProviderApiKeyPaused to use ring-order fallback, clear model and provider quota caches on active-key transition, preserve pauseDetails on idempotent manual pause, and restore provider.apiKey when resuming into an all-paused pool.
  • src/adapters/google.ts, src/providers/key-failover.ts, src/router.ts: Guard google-vertex and google (AI Studio) against ambient env/ADC fallback when isProviderApiKeyPaused(provider) is true; throw ProviderApiKeyPausedError when all distributed round-robin keys are paused; rotate off a disabled active key in selectProactiveApiKey even without an explicit strategy; and skip all-paused key pools in crossProviderRedirectTarget.
  • src/server/responses/request-transport.ts, src/server/responses/compact.ts, src/server/responses/run-turn-execution.ts, src/server/chat-native.ts, src/server/messages-native.ts, src/server/images.ts, src/providers/openai-sidecar.ts: Enforce HTTP 403 permission_error pre-dispatch and after pacing readmission when a key-auth provider's pool is completely paused.
  • src/providers/quota-key-accounts.ts & src/codex/catalog/provider-models.ts: Skip upstream quota probes for disabled: true keys while preserving unexpired cached readings, and degrade to static models without unauthenticated /v1/models fetches when all pool keys are paused.
  • src/server/management/config-routes.ts, src/server/management/provider-routes.ts, src/cli/account-extended.ts, src/providers/api-keys.ts: Extract providerHasStoredApiKey(provider) to ensure both GET /api/config and GET /api/providers report hasApiKey: true even when all keys in a key pool are paused, keeping the provider card visible in GUI and tray; support active account handoff and JSON fields in ocx account pause.
  • GUI (gui/src/components/provider-workspace/ProviderAuthPanel.tsx, gui/src/hooks/useProviderAccountPools.ts, gui/src/pages/Providers.tsx, gui/src/components/provider-workspace/types.ts): Add pauseApiKey / onPauseApiKey with mutation fencing, optimistic ring-order state updates, distinct accessible names (pws.resumeAndActivateKey across all 11 locales), and dedicated Pause/Resume buttons on API-key pool rows.

Review readiness checklist

This PR stays in draft until every box below is ticked. Tick all four boxes once the requirements are met:

  • Required local validation passed; commands, results, and any full-suite exception are documented.
  • I pushed my PR to a recent dev commit (at most 10 behind; a maintainer may still ask for the exact tip before merge).
  • I resolved all correct Codex and CodeRabbit findings.
  • My PR is ready for review.

Summary by CodeRabbit

  • New Features
    • Provider API keys can now be paused and resumed from the provider panel, with clear status hints and controls to resume and activate a key.
    • Pausing an active key selects another enabled key when available; resuming a key can make it active when none is active. CLI output reports active-key changes.
  • Bug Fixes
    • Paused keys are excluded from provider requests, key selection, quota checks, and model discovery. When all keys are paused, requests return a permission error instead of attempting an unavailable key.
    • Paused keys no longer appear as active in the provider panel.

📝 Walkthrough

API-key pools now support pausing and resuming individual keys. The change updates active-key selection, provider availability, request error handling, management and CLI responses, and provider-workspace controls.

Changes: API-Key Pause and Resume

Layer / File(s) Summary
Pause state and key selection
src/providers/api-key-pause.ts, src/providers/api-keys.ts, src/providers/key-failover.ts, tests/providers/api-key-auto-pause-distribution.test.ts
Pause state determines key eligibility. Pausing or resuming can repair the active key in pool order. Key addition, removal, proactive selection, and distributed allocation account for disabled entries. Tests cover active-key handoff and resuming from an all-paused pool.
Paused-key provider eligibility
src/adapters/google.ts, src/codex/catalog/provider-models.ts, src/providers/openai-sidecar.ts, src/providers/quota-key-accounts.ts, src/router.ts, structure/transports/inventory.md, tests/providers/api-key-auto-pause-distribution.test.ts
Paused keys affect Google request construction, model discovery, Images provider selection, quota probes, and cross-provider redirects. Tests check quota behavior and static model discovery when keys are paused.
Paused-key request responses
src/server/chat-native.ts, src/server/messages-native.ts, src/server/images.ts, src/server/responses/*, tests/providers/api-key-auto-pause-distribution.test.ts
Request handlers return 403 permission_error when a paused key blocks dispatch. Responses run-turn handling retains pause refusals through preflight. Tests cover requests when all keys are paused and failover around a paused key.
Management and CLI pause results
src/server/management/config-routes.ts, src/server/management/provider-routes.ts, src/providers/api-keys.ts, src/cli/account-extended.ts, tests/cli/cli-account-key-pause.test.ts, tests/providers/api-key-auto-pause-distribution.test.ts
Management responses report stored API-key presence for key pools. CLI pause and resume output includes the resulting active account and whether it changed. Tests cover the reported account and stored-key status.
Provider workspace pause controls
gui/src/components/provider-workspace/*, gui/src/pages/Providers.tsx, gui/src/hooks/useProviderAccountPools.ts, gui/src/i18n/*, gui/tests/account-pause-display.test.tsx, gui/tests/provider-account-pause-refresh.test.tsx
The workspace provides pause and resume controls, displays paused-key state, and guards concurrent switching and pause operations. The hook updates the roster and refreshes configuration and quotas as needed.

Operators can now pause and resume individual API keys in a provider pool. Paused keys are skipped during selection. When every key in a pool is paused, inference requests are rejected with a permission error instead of falling back to other credentials. Requests are checked for paused keys before dispatch. Earlier problems with the GUI refresh, accessible labels, and missing test coverage have been addressed, and no outstanding defect blocks this merge.

- Line 727: Give the paused-key main row button a distinct accessible name that
conveys both resuming and activating the key, while keeping the dedicated resume
button’s name unchanged. Add the corresponding `pws` translation key to every
locale dictionary and use it in the main row button’s `aria-label`.

Review comments at @src/cli/account-extended.ts:
- Around line 851-858: Update the `wantsJson` output in the API-key pause/resume
flow to include the active-account change reported by `result.json`: expose the
active ID using `activeAccountId` with `activeId` as fallback, preserving `null`
when neither is present, and include whether `activeAccountChanged` is true.
Keep the existing text-mode output unchanged.

Review comments at @src/providers/key-failover.ts:
- Line 570: Update the compact-path catch in `selectProactiveApiKeyTransport` to
map `ProviderApiKeyPausedError` to the same 403 `permission_error` response used

- Around line 643-646: Update the catch around refreshDispatchAdapter in
oauthDispatch to handle ProviderApiKeyPausedError (through its
OAuthAccountPausedError base) by returning a 403 permission_error response using
the existing public OAuth error message formatter. Preserve the existing
admission-denial and Copilot-refusal handling for other errors.

Review comments at @structure/transports/inventory.md:
- Line 48: Update the API-key pools contract row to document that without an
apiKeyPoolStrategy, a paused committed key—or a missing apiKey when the pool

dispatch. Preserve the existing configured-strategy, 429, mirroring, and
paused-entry behavior descriptions.

Owner

Intake/scoped review at 82c10c98adf591ac7b2dbadb1b8650e9db52a839.

Manual key pause/resume spans inference, catalog/quota reads, GUI and management persistence. Keep all-paused distinct from an absent key so Vertex cannot fall through to ambient credentials, and keep per-key observation/selection state well defined during idempotent actions and active-key transitions. src/router.ts is owner-only; final routing/UI and authentication-boundary review remain required. This intake does not approve those surfaces or change a live pool.

Current-head functional workflows are awaiting fork approval; that is pending execution, not a passing test result. No local suite was run for this branch in this intake. No workflow approval, new scan, live configuration change or merge was performed. Required review/readiness gates remain in force.
