Summary

An unselected live provider catalog can fill the Codex model picker with hundreds of models: a 600-row discovery currently exposes the whole roster even though the user only needs a few models.

  • Default an omitted new-model policy to off, and keep only the configured default visible on initial live discovery. Models without a matching default stay off until selected.
  • Narrow an unselected legacy live catalog with at least 20 models and a configured default once; preserve existing visibility when no default is configured. Persist visibilityInitialized so later manual switch changes are preserved, including re-enabling every model.
  • Preserve saved allowlists, per-model switches, explicit all-mode choices, static/manual catalogs, and degraded-discovery behavior. Record explicit all-mode writes instead of making them indistinguishable from an unconfigured provider.
  • Keep the management policy response and documentation in all supported locales consistent with these defaults. Declare intended visibility explicitly in the affected discovery fixtures.

Inference routing, upstream credential handling, and provider destinations are unchanged. This changes catalog visibility only.

Verification

  • Added first-discovery and legacy-baseline regressions with 600 models. The HTTP case returns the configured default and persists 599 hidden models. Existing allowlists, explicit all-mode/switch choices, no-default baselines, static catalogs, subsequent manual changes, later default edits, and growth across the bootstrap threshold are covered.
  • bun test tests/providers/new-model-policy.test.ts tests/providers/new-model-policy-runtime.test.ts tests/providers/initial-selection-write-fence.test.ts tests/codex-integration/codex-retained-root-serialization.test.ts tests/providers/provider-antigravity-effort-families.test.ts tests/codex-integration/codex-refresh.test.ts: 102 passed. Includes missing active/retired switches, original Antigravity wire-tier switches, later default edits, and growth across the bootstrap threshold.
  • bun test tests/cli/cli-connect-readiness.test.ts tests/codex-integration/codex-runtime.test.ts: 86 passed, 1 skipped. Fixtures pin the saved runtime or seed the intended cache instead of discovering a newer host installation.
  • bun test tests/ci-workflows/release-preflight.test.ts tests/codex-integration/codex-composed-acceptance.test.ts tests/claude-integration/claude-desktop-remote-hub.test.ts: 23 passed. Fixtures use this Bun, a harmless Codex launcher, and an explicit native model choice; the existing ownership, release-refusal, and hub-ID assertions remain intact.
  • bun run typecheck, bun run structure:check, bun run privacy:scan, and git diff --check: passed.
  • cd docs-site && bun install --frozen-lockfile && bun run build: passed; 585 pages and 83,071 internal links checked.
  • bun run test --retry=1: 51,144 passed, 152 skipped, 0 failed across 2,537 files (all 22 lanes exited successfully). The retry allowance was enabled after an intermittent parallel-run timeout; the test assertions and timeouts were not changed.
  • Applied the runtime changes locally to opencodex 2.88.0 and restarted its service. A synthetic legacy 600-row input with a configured default becomes 1 visible / 599 hidden. The user's saved 20 visible models remain unchanged; the official Codex binary is untouched.
  • Repository CI for the current head still requires maintainer approval. The workflow-approval API returned 403: Must have admin rights to Repository for this contributor account. Awaiting-approval runs are not counted as passed.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.

Review readiness checklist

This PR stays in draft until every box below is ticked. Tick all four boxes once the requirements are met:

  • Required local validation passed; commands, results, and any full-suite exception are documented.

  • I pushed my PR to a recent dev commit (at most 10 behind; a maintainer may still ask for the exact tip before merge).

  • I resolved all correct Codex and CodeRabbit findings.

  • My PR is ready for review.

Summary by CodeRabbit

  • New Features

    • Model discovery now defaults to off, including existing configurations without an explicit policy.
    • On first successful live discovery, only the configured default model is shown; other models remain hidden until enabled.
    • Large legacy live catalogs are narrowed to the default model once, while manual selections and static catalogs remain unchanged.
    • Setting the policy to on allows automatic publication of newly discovered models.
    • Discovery failures preserve existing visibility choices.
    • Non-empty selectedModels values restrict exposed models; empty or omitted values add no allowlist.
  • Documentation

    • Documented model discovery management commands.

📝 Walkthrough

The default model-discovery policy is now "off". Initial live discovery can expose only the configured default model, while later manual choices remain preserved. Management routes retain explicit all-mode state. Documentation and tests cover discovery, selection, and allowlist behavior.

Changes: Model discovery visibility

Layer / File(s) Summary
Discovery policy and visibility reconciliation
src/providers/new-model-policy.ts, src/types/config.ts, tests/providers/new-model-policy*.test.ts, tests/providers/new-model-policy-runtime.test.ts, tests/server/server-new-model-policy-arrival.test.ts, structure/*.md
Omitted policies resolve to "off". Eligible discoveries initialize visibility from defaultModel and persist visibilityInitialized. Tests cover legacy catalogs, later arrivals, manual choices, static catalogs, and degraded discovery.
Model-selection state and management routes
src/server/management/model-routes.ts, tests/codex-integration/codex-catalog.test.ts, tests/providers/initial-selection-write-fence.test.ts, docs-site/src/content/docs/*/reference/configuration/providers.md
The "all" preset and cleared selections persist an explicit { mode: "all" } marker. Provider documentation describes post-discovery allowlists and continued discovery-policy filtering.
Localized documentation and integration fixtures
docs-site/src/content/docs/*/guides/model-routing.md, tests/claude-integration/*, tests/codex-integration/*, tests/ci-workflows/release-preflight.test.ts, tests/cli/cli-connect-readiness.test.ts
Localized guides document default visibility, manual enablement, legacy-catalog handling, and CLI commands. Integration fixtures update model selections, runtime metadata, launchers, and test discovery policies.

Tested the three fixture fixes on ab3d4bd30d37ef0dab03efc71e903a0d8f8e07bf on macOS with Bun 1.4.3, using the repository's isolated test runner:

bun run test --parallel=1 \
  ./tests/codex-integration/codex-runtime.test.ts \
  ./tests/cli/cli-connect-readiness.test.ts \
  ./tests/claude-integration/claude-desktop-remote-hub.test.ts

Result: 88 passed, 1 Windows-only case skipped, 0 failed. The missing-version selection, rejected preferred-runtime fallback and both stored-profile variants of the Desktop cold-restart case all pass. These are the three persistent baseline failures we also encountered while validating #7435.

I have no additional change to suggest for those fixes. This is focused validation of the three files, not a claim that the full suite or the entire catalog change has been reviewed. Thanks for addressing them.
