…s again #7052 dropped the pull_request clause from platform-windows, so the changes job's windows=true verdict was computed and ignored; with dev absent from the push trigger, Windows ran only nightly. #7468 landed green that way and broke windows 9/9 on dev. Restore the clause, mirror it in the aggregate, add a spawnsync marker, and correct the comment. Ordinary PRs keep the Ubuntu subset.
…r a lane=all dispatch Drop the pull_request clause and aggregate change: AGENTS.md's CI policy keeps Windows off PR CI. A Windows-sensitive PR now gets a non-blocking ::notice and step-summary line to dispatch lane=all before merge, the selector flags added spawnSync lines, and the platform-windows comment states the real policy.

Correct the conflicting Windows CI comment.
.github/workflows/ci.yml:981-983 still says that Windows runs for Windows-sensitive pull requests. The job condition at .github/workflows/ci.yml:1013 permits Windows only for scheduled and workflow-dispatch runs. Update the comment so maintainers know to dispatch lane=all before merging a Windows-sensitive pull request.

Summary
A Windows-sensitive pull request now gets a clear, non-blocking notice to dispatch
lane=allbefore merge, and the selector also flags addedspawnSynccalls. The CI policy in AGENTS.md ("CI policy (maintainer decision — do not change)") is unchanged: pull requests still run only the fast Ubuntu subset, and no Windows job runs on a pull request.Context:
devwent red onwindows 9/9after #7468 merged (run https://github.com/lidge-jun/opencodex/actions/runs/39606758443; fixed by #7487). Thechangesjob had correctly computedwindows-sensitive: true (path filter)for #7468, but by policy nothing acts on that verdict in PR CI. The comment aboveplatform-windowsalso claimed such PRs "now run the nine shards", which hasn't been true since #7052/#7057, so reviewers could believe Windows had been checked when it hadn't.scripts/ci/windows-sensitive-diff.sh: when a pull request is Windows-sensitive, it emits::notice title=Windows-sensitive::… dispatch Cross-platform CI lane=all on this branch before mergeand a matchingGITHUB_STEP_SUMMARYline. These are informational and never fail. Thewindowsoutput and every job condition are unchanged.spawnsynccontent marker, so an added spawn call anywhere under src/tests is flagged (test: make update recovery, messages cancellation, and CLI parity harnesses deterministic #7468's helper was flagged by path; this covers spawn guards outsidetests/helpers/**)..github/workflows/ci.yml: comment only. It now states the real policy: no Windows on PRs, the verdict posts a notice, and maintainers dispatchlane=allbefore merge.Security note (GitHub Actions change, owner-path merge). No job condition, permission, secret, token, trigger or action reference changes. The script only adds fixed-string
printfoutput (the reason argument is the script's own label, never pull-request content) and onegrep -Fmarker; pull-request diff content is still handled strictly as data.Verification
bun test tests/ci-workflows/: 1637 pass, 0 fail.ci-review-lanesruns the real script on temp repos: a new scenario with an addedBun.spawnSyncline giveswindows=true, and every scenario now asserts that the notice and summary line appear exactly for a Windows-sensitive pull request (not for push, schedule, non-sensitive or orphan cases). The existing pins (PR never enablesplatform-windows; aggregate never requests Windows on PRs) are unchanged and pass.bun x tsc --noEmitclean,bun run structure:checkpassed.Checklist
