Why was it implemented this way?

#277 (oxlint, oxfmt, TypeScript 7) merged before the Changesets migration (#278), so it did not carry a changeset and is not on npm yet. This PR only adds a patch changeset for it. After merge, CI opens the chore: version packages PR (7.1.3 → 7.1.4); merging that publishes 7.1.4 through the new pipeline — the first Changesets release of @lifi/data-types.

What 7.1.4 contains compared with 7.1.3: the same .js and .d.ts output (built with TypeScript 7), and no compiled or raw *.spec.ts files in the package.
