feat(solana): expose optional V1 transaction support

Adds optional svmMaxSupportedTransactionVersion?: 0 | 1 to quote and route options, and svmTransactionVersion?: 0 | 1 to transaction responses. Clients can opt into Solana V1 and inspect the actual built version; omission preserves v0 and Jito remains v0.

Includes a minor changeset. Backend rollout is gated and ships disabled.
