Summary

Preserve tool-catalog boundaries and refusal identity across Responses, Chat Completions, and Anthropic Messages.

  • Responses requests retain declared-catalog enforcement. Translated Chat and Messages requests enforce an explicitly empty catalog as deny-all while preserving deferred or partial catalogs.
  • Normalize declared default.* names even when deferred-catalog refusal is inactive. Reject guarded calls before storing continuation state.
  • Preserve undeclared_tool_call through streaming and JSON error translation, including the deterministic Messages refusal rather than a retryable overload.
  • Cover inbound formats, empty and deferred catalogs, and error envelopes; update the public protocol documentation and translations.

Verification

Current head: e77ca3222c5ac98cf18575d7b4723d518e3cf9fe.

  • The follow-up corrects the Simplified and Traditional Chinese descriptions of deferred catalogs and preserved refusal codes. bun install --frozen-lockfile and bun run build in docs-site passed; git diff --check passed.
  • Current-head aggregate CI passed on e77ca3222.
  • Relevant regressions are in tests/responses/responses-undeclared-tool-guard-inbound.test.ts, the existing guard suite, and tests/responses/passthrough-deferred-tools.test.ts.
  • Implementation used focused validation. The broad local changed-test run exceeded its 900-second watchdog on this Windows host and is not counted as a pass; completed hosted CI supplies current-head broader validation.
  • Review-thread inspection found no unresolved findings or outstanding change requests.

Checklist

  • Scope and documentation match the final inbound-wire policy.
  • Regression coverage and current-head CI evidence are recorded.
  • Existing review findings are addressed.

📝 Walkthrough

The passthrough path now rejects undeclared tool calls for Chat, Anthropic, and Responses inputs in SSE and buffered JSON. Tests cover Chat and Anthropic inputs. Transport and proxy-format documentation describe enforcement conditions, response errors, and refusal before continuation state storage.

Changes: Undeclared Tool Guard

Layer / File(s) Summary
Enforce the guard in passthrough responses
src/server/responses-undeclared-tool-guard.ts, src/server/responses/passthrough-delivery.ts, structure/transports/responses-wire-shapes.md
The guard factory no longer accepts enforceDeclaredToolNames and always checks parsed payloads. Passthrough enforcement no longer depends on inbound wire type. The wire-shapes documentation describes enforcement conditions and continuation handling.
Test and document guard coverage
tests/responses/responses-undeclared-tool-guard-inbound.test.ts, structure/transports/responses.md, docs-site/src/content/docs/reference/proxy-formats.md, docs-site/src/content/docs/{fr,ja,ko,ru,tr,zh-cn,zh-tw}/reference/proxy-formats.md, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json
Tests cover undeclared Write calls when only Read is declared, for Chat and Anthropic inputs in JSON and streaming modes. The documentation describes endpoint-specific errors, catalog conditions, and refusal before continuation state storage. Test-layout mappings include the new test.

Priority: ➖ Normal

Estimated code review effort: 2 (Simple) | ~12 minutes

Change: Bug fix

Suggested reviewers: lidge-jun, ingwannu

Merge Risk: ⚪ Minimal · up to abc62

Undeclared tool calls are rejected before continuation state is stored. A narrow test gap could let a future change break Chat or Anthropic error framing without detection, but no current runtime defect is established, so merge risk is minimal.

Devin Review on #720 flagged that the new Chat/Anthropic refusal was only
recorded in the maintainer transport doc. The sibling wire-shapes doc still
described the removed enforceDeclaredToolNames flag and the responses-only
scope, and the public guides never covered the refusal. Update both:
passthrough now refuses undeclared client-executed calls on every inbound
wire, while the translated delivery paths keep their inboundWire-scoped
membership check.

Addressed in 521ef2b: the refusal contract is now documented in the public guides (docs-site/src/content/docs/reference/proxy-formats.md, new "Undeclared tool calls" section covering all three inbound dialects). The same commit also fixes a stale passage this review's scope didn't reach — structure/transports/responses-wire-shapes.md still described the removed enforceDeclaredToolNames flag and claimed only the responses wire enforces; it now records passthrough enforcement on every inbound wire and notes that the translated lanes (run-turn-execution.ts, adapter-delivery.ts) keep the inboundWire-scoped check.

Review-findings sweep across all three bots on this PR:

Collected

  • Devin Review: 1 finding — document the new refusal in the public guides (structure/transports/responses.md:17 thread). Addressed.
  • CodeRabbit: "No actionable comments were generated in the recent review." Nothing to address.
  • Codex connector: security review completed with no posted findings. Nothing to address.

Fixed in 521ef2b

  • docs-site/src/content/docs/reference/proxy-formats.md: new "Undeclared tool calls" section — on every inbound dialect a native passthrough reply calling a client-executed tool outside the declared catalog fails the turn (SSE response.failed with undeclared_tool_call + [DONE]; buffered JSON → 502 upstream_error), before continuation state, standing down only for authMode: "forward" or requests with no declared catalog.
  • structure/transports/responses-wire-shapes.md: corrected stale text this PR left behind — it still described the removed enforceDeclaredToolNames flag and claimed only the responses wire enforces. Now records passthrough refusal on all inbound wires, and that run-turn-execution.ts/adapter-delivery.ts (translated lanes) keep the inboundWire-scoped check.

Checks — bun run typecheck, bun run privacy:scan, bun run structure:check all pass. Focused tests: structure-ssot + ci-structure-gate + docs-link-targets 63/63 pass; responses-undeclared-tool-guard-inbound.test.ts 4/4 pass. bun run test:changed selected 549 files (PR's cumulative diff vs dev merge base) and hit the suite's 900s cap with no failures observed — terminated by the time limit, not a red test; remaining coverage is left to CI.

Regarding CodeRabbit's Docstring Coverage warning: leaving this unchanged as out of scope. The percentage is a documentation-style metric, not a concrete bug or regression in the undeclared-tool guard; the review reports no actionable code findings. This follow-up corrects the actual client-facing documentation error rather than adding unrelated docstrings.

@devin-ai-integration

Review sweep complete across all posted Devin Review, CodeRabbit, and Codex connector findings.

  • Fixed: Devin's client-specific error-format documentation finding in f58d23514, pushed to the existing head branch; replied and resolved. The earlier public-docs finding was already resolved. No unresolved review threads remain.
  • Dismissed: CodeRabbit's docstring-coverage warning is a style metric, not a functional regression; rationale posted separately. CodeRabbit reported no actionable code findings, and Codex posted no findings.
  • Validation: bun run typecheck, bun run privacy:scan, bun run structure:check, and git diff --check passed. Focused docs-link and inbound-tool-guard tests: 11 passed, 0 failed. Docs frozen install and build passed on Node 24.0.1. Full-suite coverage was not repeated for this docs-only correction.
  • CI limitation: Both available review statuses passed at the current head, but no repository CI jobs were reported. This is not a claim of green repository CI.

No finding was re-reported during this run; no retry loop was needed.

Completed PR #720 review sweep.

  • Fixed client-specific error-format documentation in f58d23514, pushed to the same branch, and resolved the thread.
  • Dismissed CodeRabbit’s docstring warning as non-functional; Codex had no findings. No unresolved review threads remain.
  • All three required checks, 11 focused tests, and the docs build passed.

Both review statuses passed, but no repository CI jobs were reported; broader CI remains unverified. Summary posted; PR not merged.

Follow-up sweep: checked the complete review, inline-comment, and issue-comment streams for all three bots. No unresolved review threads or unaddressed actionable findings remain.

  • Already fixed: both Devin documentation findings, including client-specific error formats in f58d23514; both threads are resolved.
  • Dismissed / unchanged: CodeRabbit's docstring-coverage warning is a style metric, not a bug or regression; the existing dismissal stands. CodeRabbit reports no actionable code findings; the Codex connector posted no findings.

No additional changes, commits, or retries were needed. Checks were not rerun on unchanged code; prior validation is recorded above, not newly executed by this sweep.

The omission is real and affects all seven translated versions, not just the four CodeRabbit named. I’ll add the same refusal contract to those pages, preserving the protocol terms and leaving unrelated translation gaps untouched.

Assert the endpoint-specific streaming refusal envelopes

The Chat and Anthropic streaming cases in tests/responses/responses-undeclared-tool-guard-inbound.test.ts:103-104 assert only that the shared undeclared-tool marker appears. A regression can therefore emit the wrong dialect-specific error frame or a successful terminator while retaining that marker.

Store the response body and assert the documented envelope for each inboundWire: Chat must emit an OpenAI-style error frame without [DONE] or a success completion; Anthropic must emit event: error with an error body and without message_stop or [DONE].

Exercise the real Responses, Chat Completions, and Messages handlers with an undeclared upstream call followed by a successful terminal. Assert each endpoint error envelope and suppress successful completion signals. Preserve canonical Responses failure followed by DONE and keep internal JSON assertions unchanged.

Strengthen the internal stream guard checks and prove the new assertions with private wrong-envelope and success-tail controls. No runtime source changes.

Author-action findings verified against the current head. The deferred-catalog item is a demonstrated compatibility/test-contract conflict, not a claim that every off-catalog call is a proven unauthorized execution.

Chat and Anthropic inbounds deliver partial/deferred tool catalogs — the
client's own registry owns the full declaration boundary, so refusing an
undeclared name against the translated partial catalog killed legitimate
deferred-tool streams mid-turn. Scope the refusal to the Responses wire;
on deferred wires only an explicit empty catalog stays deny-all, carried
through translation as clientDeclaredEmptyToolCatalog and read verbatim
from replayed bodies via hasExplicitEmptyToolCatalog. Normalization still
runs wherever a declared name exists.

The refusal now keeps undeclared_tool_call across the buffered envelope,
the Chat stream projection, and the Anthropic classification so a
deterministic catalog violation arrives as api_error, never a retryable
overloaded_error.

Closing duplicate tracking after preserving the complete change in independently verified integration commit 022afee079eede22f693c509d4c3c25aed2355ef based on development revision e6d7e561f566ab343fbf545a6fa3e1b63012f817. All 25 changed files match source HEAD e77ca3222c5ac98cf18575d7b4723d518e3cf9fe byte for byte. The identical changed code passed 150 focused cases with 654 assertions on preparation commit cc9f6e181801d8aa10c05c65ac6cf7798f55f86b. The new development base only adds disjoint diagnostic restart test changes; current-head type, structure, materialized-file privacy and diff checks passed. Integration remains unmerged and requires its own CI and maintainer review. The source branch is retained.
