Adopt Engine 0.23.0 for replicated runtime configuration. The leader's base-chain rent selection enters Engine's signed reset stream alongside its active feature set. Verifiers restore the configuration at their execution boundary and adopt later changes when replay reaches the corresponding reset, rather than executing with startup defaults.
Persist locally supplied program images and the healthcheck-program placeholder as read-only Runtime state. Missing programs are inserted at startup, including into initialized databases, without replacing existing images. Remove the synthetic native mint so base-chain synchronization supplies its state, and simplify startup account seeds and their dependencies.
Leaders and verifiers must update together. Engine's reset and runtime-account encodings change without a compatibility migration. Already-divergent verifier state needs recovery from a valid snapshot/replay; adopting the correct rent does not repair it.
Fresh verifiers bootstrap from a completed source snapshot, even when the initial ledger segment is retained: replay alone cannot reconstruct migrated or startup-seeded accounts. The leader must complete its first snapshot before a fresh verifier connects. Established followers can resume retained history.
Configured program files remain required at startup. Existing account images and restored bytecode are preserved; changing a local .so file does not replace a stored program.
Reviewer notes
Engine 0.23.0 includes magicblock-labs/magicblock-engine#201. Its accepted reset-only crash window remains: a durable reset whose account-state application was interrupted can escape recovery checks based only on slot and transaction count.
Cross-host validator/verifier qualification has not been rerun.
The workspace Engine dependencies and patch overrides now reference a fixed revision. Runtime startup account seeding no longer creates a native-mint account. The runtime documentation describes when configured program files seed accounts and how stored program images are retained.
The eight workspace Engine dependencies and five patch overrides now use revision b3b3d15163f8d219255605126c5c92aba30121dd. The runtime manifest removes five dependencies.
The runtime creates a seed map containing the magic context, ephemeral vault, and healthcheck account, without creating a native-mint account. KeeperBuilder receives this map. The config comment and README describe startup seeding and stored program images.

Explanation
[#1897] The PR pins a new Engine revision, passes startup seeds to KeeperBuilder, and removes the synthetic native mint. The README describes preservation of existing program images. The available evidence does not establish that the pinned Engine revision restores rent and features at the correct replay boundaries, keeps the Rent sysvar consistent, persists read-only program state, or enforces snapshot bootstrap for fresh verifiers. Automated test coverage is also unknown.
Resolution
Provide reviewable Engine source or test evidence for the pinned revision and relevant automated test results, including fresh and established verifier bootstrap behavior.

Synchronize newly seeded program accounts with established verifiers.
accounts::seeds(&programs) only affects the local AccountsDB. The Engine replication stream carries no program-insertion record, and Reset carries only rent and feature IDs. Therefore, an established verifier resuming retained history can reach a transaction for the new program without its account and return ProgramAccountNotFound; if both databases already contain different images, they can execute different bytes. Matching startup files do not guarantee matching persisted program state.

Update the initialization flow that sets possibly_missing_accounts from
accounts::seeds(&programs) so newly seeded program accounts are made consistent
on established verifiers, not only in the local AccountsDB. Establish or reuse a
replication mechanism that transmits the account images and reconciles existing
persisted images before transactions can execute; preserve verifier agreement on
the program bytes.
