Harden outbound TLS trust in the uploader and packaged environments. Rebuild tusd v2.5.0 with Go 1.27.3 and refreshed CA roots, update the pinned Node 24 security release, and configure self-hosted external clients to use the reviewed public trust bundle.

The uploader keeps its existing version, UID and upload API. The new workflow tests resumable upload behavior and can publish the tested uploader image from main.

Validation: the isolated uploader smoke test passed for create/PATCH/resume/offset-conflict/completion and root exclusions. Compose syntax passed; Node accepts ordinary HTTPS and rejects incident chains. Full exact-head CI remains required before merge.
