- Add root tsdown.config.ts with workspace config and shared options
- Add per-package tsdown.config.ts with entry for all 10 packages
- Remove deps.alwaysBundle from compress, crypto, ipc
- Remove guardStaleBuild from ipc and utils tests (redundant with build-then-test flow)
- Move StaleGuardRecorder to root config for workspace-wide build hash tracking
