Bumps ui-core to
v0.0.9, which adds the//% packableimage compression tooling and runtime (See PR in microbit-apps/ui-core). ui-controls itself uses none of it; the bump is so apps that depend on ui-controls, such as MicroCode, resolve a ui-core that has it.pxt.json:ui-core#v0.0.8->#v0.0.9package.json:@microbit-apps/ui-core#v0.0.6->#v0.0.9Merge after ui-core
v0.0.9is tagged. Until that tag exists, the build can't resolve the new ref and CI will fail.
