The declared specifier is widened here, but python/uv.lock still resolves transformers under the old ~=4.28 range. The documented install path (uv sync --all-extras --dev per DEV_SETUP.md) and the pre-commit lockfile-refresh hook both depend on a consistent lockfile, so contributors and CI will remain on the old dependency range until uv.lock is regenerated.
