Reviewed while preparing aggregate PR #116, but intentionally not included: the TypeScript 7 update currently fails lint because @typescript-eslint/parser crashes on a BarBarToken, and typescript-eslint 8.71 still declares TypeScript <6.1 support. This PR is being left open pending upstream parser support. |

## Summary Aggregates the currently reproducible Dependabot updates into one reviewed change: - CodeQL actions v4.38.2 (#94) - actions/setup-node v7 (#95) - actions/setup-python v7 (#96) - @typescript-eslint/eslint-plugin 8.70.0 (#102) - @typescript-eslint/parser 8.71.0 (#104) - dotenv 18.0.4 (#109) - serialize-javascript 7.1.2 security update (#113) - fs-extra 11.4.1 and Prettier 3.9.9 from the grouped update (#115) The TypeScript ESLint update also replaces the removed `@typescript-eslint/semi` rule with ESLint's core `semi` rule. ## Blocked upstream updates - #90 (TypeScript 7.0.2): the parser crashes with `Cannot read properties of undefined (reading 'BarBarToken')`; typescript-eslint 8.71 still declares TypeScript `<6.1.0` support. - #108 (ESLint 10.12.0): the configured npm registry returns 404 for `eslint@10.12.0`. - Remaining #115 updates (`chai@6.3.0`, `mocha@12.0.3`): the configured npm registry returns 404 for both versions.
