Summary

automatically include root LICENSE/LICENCE files when package.json files is used without .vscodeignore
add regression coverage for --no-dependencies packaging when LICENSE is omitted from files

Validation

node .\node_modules\mocha\bin\mocha --require ts-node/register --grep "manifest.files includes root license files by default"
node .\node_modules\typescript\bin\tsc
