Harbor benchmark reports now have matching English and Simplified Chinese versions. Move all 11 existing reports into
benchmarks/harbor/reports/en/and add complete translations underreports/zh-CN/, preserving results, tables, evidence, and limitations.Require future reports and updates to include both full language versions in
AGENTS.md. Add bilingual report navigation to the Harbor READMEs and update configuration, development-note, and research-note references to the corresponding language. Existing English report text is preserved, with relative links adjusted for the new directory depth.Validation: 11 matching report pairs, 25 tables with 278 rows, matching numeric cells and technical literals, preserved code blocks, 297 valid relative Markdown links, and a clean
git diff --check. All three CI checks pass: Python 3.13, Python 3.14, and Harbor workflow contracts. The complete English development note has been regenerated from the Chinese source, reusing unchanged translations; its output matches the committed version. The affected research note's English version has also been refreshed and is in sync with the Chinese source. Both Harbor READMEs are synchronized. No changelog entry is needed for this internal benchmark-documentation change.
