fix(ci): sync the pr-feedback workflow with the org template - #77

The PR feedback action now lives in nextcloud-libraries/pr-feedback-action. This workflow still named it by its former location, marcelklehr/pr-feedback-action, which only resolves through GitHub's redirect, and that redirect stops working if a repository is ever created under the old name again. The file is now a copy of the organization template in nextcloud/.github. Besides the action path, that replaces start-date with max-days-overdue: 7, as the template did when it moved to v2.0.0: v2 skips pull requests created more than 14 + 7 days ago, which already covers every one before the start date, and 7 is the default.
