Small fixes, but the kind users actually notice.

The actions menu used to sit above the site header and cover the search box the moment you scrolled. Its z-index matched the header's; it no longer does.

Responsive layout: actions stay inline beside the title on desktop, and become two clean side-by-side outlined buttons on phones (they used to stack full-width). The home page renders without the actions block.

Small screens get left-aligned buttons, and anchor scrolling is smooth with a prefers-reduced-motion fallback.

Superseded by #36 as part of the auditable stack recovery after #33. The original branch and commits are preserved without force-push.
