Follow-up to #66150.

Apply the shared AsyncWrap interface to existing native binding types
through declaration merging and interface inheritance. This exposes four
inherited methods already available at runtime and removes the duplicate
FileHandle.getAsyncId() declaration.

Existing constructors, generic parameters, overloads, and other members
remain unchanged. Runtime behavior is unchanged.

Validation:

  • Focused TypeScript 5.9.3 checks passed with strict: true and
    skipLibCheck: false.
