pynumaflow-lite: Upgrade dependencies, setup CI

• Remove black, use ruff for formatting and linting
• Upgrade all dependencies
• Make sinker APIs Pythonic (will be making similar changes to other UDFs in subsequent PRs)
• Setup CI that generates wheels. Has the option to publish to test.pypi.org on manual trigger.
