Creates the organization-wide reusable repository-quality workflow and converts this repository to a minimal local caller.
This is the dependency for rolling the same baseline out to every maintained OpenAMRobot repository. The workflow retains read-only permissions and the existing governance-file, merge-marker, JSON, and XML checks.
Commits use the Botshare maintainer DCO identity.
No branch-protection settings are changed by this PR.
