The issue attachment area previously only opened a file chooser. It now accepts dropped files across the attachment area, highlights a valid file drag, and changes the prompt to “Drop to attach.” The shared picker keeps its click-to-browse behavior and supports the same interaction in task forms.
Dropped files use the existing upload pipeline, previews, partial-failure handling, and save-blocking state. Disabled or busy pickers reject drops, and file drops prevent browser navigation. English and Chinese copy explains both ways to attach files.
Validation: three React drag/drop tests cover multiple uploads, text/disabled drops, overlapping uploads, and partial failures. Frontend TypeScript and diff checks pass.
