Refresh Oxfmt to 0.71.0, Oxlint to 1.86.0, pnpm to 11.28.2, Vite to 8.3.1, and the release workflow's npm CLI to 12.1.0. All updates satisfy the 48-hour release-age policy; Node typings remain on 22 and Vitest stays at 5.0.2 while 5.0.3 cools down.
Validation on AWS Crabbox with Node 24.19.0 and pnpm 11.28.2: frozen install, typecheck, lint, format check, all tests (964 passed, 2 skipped), build, package installation smoke (13 synthetic features including CUDA), and npm package dry run. Independent Codex autoreview found no actionable P0–P2 findings. Existing changelog bullets are preserved.
