A repo nobody watches sends no notifications, so its Dependabot and code scanning alerts never reach an inbox even though the alerts themselves are enabled. Nothing in the UI says so: the repo has no subscription record, which looks the same as one nobody has touched. Four of the seven osapi-io repositories were in that state. gh-reposync syncs it now, so --check reports it and --apply fixes it.

Four of the seven osapi-io repositories were in that state with alerts enabled and nothing reaching anybody.
