proposal: assess adding lesson 09 (ai-agents)

This PR addresses the separate “Task 2” requirement: assess whether a new Lesson 09 should be added, produce a formal gap-analysis proposal, and only scaffold lesson files if the recommendation is Go. The result is a documented No-go recommendation, so changes are intentionally limited to the proposal doc.

  • Added a single proposal file: docs/proposals/new-lesson-ai-agents.md
  • No translation changes and no lesson scaffolding/content files were introduced.

  • Gap analysis of the existing 8-lesson sequence and coverage.
  • Selection of one highest-value missing topic candidate (AI agents/orchestration) with direct comparison against other candidates in one focused rationale paragraph.

  • Decision: NO-GO (for now).
  • Per task requirements, execution stops at the proposal stage (no lessons/09-*, no README.md / _sidebar.md integration edits).
