ci: move macOS jobs from macos-14 to macos-15 - #42

GitHub retires the macos-14 runner image on 2026-11-02 and has been browning it out; the macOS legs of CI (and the required "fmt, clippy, unit + black-box (macos-14)" check) now fail at job start with "scheduled macOS 14 runner image brownout" before any step runs, which blocks every PR (first seen on #41). Switch ci.yml, release.yml and validate-artifacts.yml to macos-15 (arm64, same architecture as macos-14) per actions/runner-images#13518, and update the plan doc that lists the release matrix.
