Where is the Contributing.md file accessible from on the pi-base user web site? And what will happen to the information in https://github.com/pi-base/data/wiki? |

After this is merged, the wiki will be updated to point to CONTRIBUTING.md. Right now the website "Contribute" link points to a Zulip thread, but I think it would probably be better to point to this document. The website "Help" link can continue to point to the wiki. |

This PR moves information previously in our wiki into the repo itself. This allows us to use the same peer review workflows for managing our community guidelines, style guide, etc.
