Admin-initiated publisher key rotation for
io.pilot.wallet.ed25519:VF8fdEP/Oe2aWN3ozQ7Ar22137tHb7dkSw0hlzlk/os=ed25519:xAD0ai5GYWo8v0cmdhytZYRjSbi2edgEthWkBnO+1ik=Catalogue re-signed. After merge, the new owner must publish an update signed with the new key for existing installs to re-validate against the new pin.
