The three USDC caps were "limit": 100, which the wallet reads as minor units: 0.0001 USDC a day, so no real payment could be signed. Pilot Cloud's owner set 1,000 USDC a day, changeable from its interface; the signed ceiling is 10,000 USDC (10000000000 minor units), and the host enforces the lower limit the person sets.
