Prepare MBrain 0.3.0 from dev.
This release adds 16 MCP tools for phone control and application diagnostics, including UI trees, selector actions, Unicode input, waits, clipboard text, logs, AppOps, resource reports, and DNS/TCP checks. Development builds now use the fixed package
