• Separate advisory series summary counts from complete, stable paginated issue catalogs.
• Preserve original provider evidence and derive saved issue counts from validated membership.
• Keep final Add revalidation, identity/parent checks, resource limits, and atomic failure behavior.

Validation

• Reproduced the stale-count Add HTTP 409 and unnecessary Refresh fallback before the fix.
• make validate: 15,899 passed, 1,593 skipped, 1 expected failure; lint, format, strict typing and CSS build passed.
• Separate disposable SQLite/PostgreSQL parity run: 270 passed.
• Normal commit hooks passed.

Boundaries

No schema migration, archive mutation, import/recovery rewrite, release, or production deployment. Safe linked-catalog extension is the next separately tested checkpoint. Keep this PR open while the approved v2.0 reliability checkpoints are qualified.
